Nope - I have just the same, almost, and it works for me fine.
(cond ((file-exists-p "~/.abbrev_defs")
(read-abbrev-file "~/.abbrev_defs")))
(setq save-abbrevs t)
(setq-default abbrev-mode t)

Wait - interesting typo, perhaps? Odd...
