Devanagri support in Emacs

Sir
I have Emacs 21.1 version...I want to know a few
things
1. Is Devanagri support available in Emacs 21.1
version.
2. If yes then how can i get it so that I can work in
Devanagri in Emacs 21.1 on my computer.
3.What are the elisp functions that needed to be
changed and what are the functions that were added
from the previous versions to incorporate such a
support and what were the changes made?

Please help me in this regard.
