"emacs -bg DarkSlateGrey" should do it; it's in the manual. There's
also a way through your ~/.Xdefaults; also in the manual.

This snippet in your .emacs should set things for all frames,
incoluding those you create afterwards:
(set-face-background 'default "DarkSlateGrey")
