That's certainly surprising when you first encounter it, but
also the "intended" design. Debbugs relies on the social
convention that one CCs the bug reporter (and other partici-
pants). To put it another way: If someone requires informa-
tion from or action by you and they don't CC you, it's not
your fault :-).
In the Debian setup, you can explicitly subscribe to a bug,
i. e. receive all mails filed for that, but that is not pos-
sible in the GNU instance.
