Terminate all services upon SIGTERM or SIGHUP
* modules/shepherd.scm (main): Add SIGTERM and SIGHUP handlers which stop
root-service.
* tests/sigint.sh: Rename to...
* tests/signals.sh: ... this, and add tests for SIGTERM and SIGUP.
