Sure it can.  Any OS that has Python installed can run scons.

And your Android.mk can easily call scons.

And luckily scons requires no user interaction.

Go ahead and solve the problem as you see fit, you are doing the work.

Whatever you come up with, document it, put it in a subdirectory, and
we'll see how to fit it into the gpsd git.
