Yup. Pretty common. The ROM in your GPS was burned when the GPS-UTC offset was 34 seconds. Between 2009 and 2017. Now the GPS-UTC offset is 37 seconds.

The GPS-UTC offset is currently 18 seconds.  Your are giving TAI-UTC offset.
