This publicizes some headers that are only public due to the fact that 
-back needs them.  I guess another more local change will be made later, 
as I really dont' want to postpone this now.)

There was no reorganization of back!  All I did, ist tweak the makefiles 
no stop installing *any* headers.  (And update the #includes of -base 
and -gui headers)
