Details:

gsl_interp_steffen was introduced in GSL since version 2.0. Therefore, if the
system has an older version of GSL, Gnuastro 0.6 failed to build.

A configure-time check must be added, so if the system doesn't have this
function, the compiler ignores this check and the interpolation functions warn
the user if they ask for it.
