Well, one needs to ask: Better in what regard? In traditional
benchmarks, like performance or hardware support, there is no hope
trying to surpass a kernel with the manpower behind it that Linux can
boast. However, the Hurd is better in other regards: The architecture
makes it much easier to implement interesting new features. But how do
we sell that to people? This is the question we really need an answer
for IMHO.
A new microkernel can help solve the performance problems, and other
areas where the Hurd is currently behind. But I don't think it will help
much with bringing out the advantages of the Hurd. That's why I believe
that, while work on new kernels is useful and interesting, the main
focus needs to remain on the existing implementation.
