xgtags.el, another interface for GLOBAL

Hi,

the GLOBAL (http://www.gnu.org/software/global) source code tag system
comes with an emacs interface which is mostly meant as an replacement
for the built in find-tag facility (this statement is probably not
quite fair). Before using GLOBAL I used cscope and was very happy with
its xcscope.el interface and wanted something similar for GLOBAL. So
this is the result.
