This is correct. The current plan for the gNewSense 2.0 release will
be to base off of Ubuntu Hardy.

Please understand that we say "Ubuntu" because we consider the
repository to be the same for all projects. We take a snapshot of the
entire repo (including XFCE and KDE packages) and then do removal and
PFV against it using Builder and various other scripts. Our
understanding is that the work of Gobuntu will, in time, cause the
non-free parts of Ubuntu to be identified and seperated at the package
level within the main Ubuntu repo.

Lack of manpower has been a signifigant factor in deciding the future
direction of gNewSense. For instance, we all recognize the importance
of adding Gnash and Gnash plugins to the distro, but doing that on
Dapper required a bump in several critical tools that we simply don't
have the manpower to manage, update and maintain. In the future, with
the development power there, we may create a community repo to break
away from being a simple "clone" of the LTS releases but to date we've
not been able to.
