A help- list is a public list.  People write to a help- list if they
want to post for users to see; there are other ways to reach the
maintainers.  But normally most of the people who post on a help- list
are not subscribed to read it.  It would just be a hassle to require
people to subscribe in order to post.

It sounds like what you want to have is a discussion list, which is
somewhat different from a help list.  Is that right?
