 I dont know what savannah will let you do based as
far as web stuff is concerned. There are several wiki
implementations out there. Phpwiki isn't bad and will
run just about anywhere, its also easy to setup. twiki
is very popular, but harder to setup and is perl
based. 

 On a side note a wiki is a great idea.
