Ok, I didn't know there was another way to do it.  I thought Set User
Password was the only way.  

I think it might be nice to have a configuration option that's enables
or disables the user through set user password.  I originally found

user3.user_privilege_level_limit

confusing.  So I suppose others might find it confusing.
