This seems to be a bug in htmlize, an external library which is used to
transform Org fontification into HTML. You can reproduce it by calling
<M-x htmlize-buffer> on the following document:
<?xml version="1.0" encoding="utf-8" ?>
<root>
<elt value="one
two"/>
</root>
You may want to report it upstream
(https://github.com/hniksic/emacs-htmlize).
