This is ms behaviour. The "value" of the scrollbar is the left of the trackbar, 
not the right.

Summary:  Scrollbar does not scroll to ScrollBar.Maximum when scrolling

Original Submission:  The scrollbars in winforms do not scroll to Maximum when 
scrolling . The attached test case should show how it scrolls only to 91 when 
Maximum is 100. 

The problem was traced to line 349 of ScrollBar.cs , the work around therefore 
sets the LargeChange to 1.
