I've been meaning to remove "--with-mstools" for some time, since it is pretty
much impossible to build pnetlib without a handful of pnet tools (csant,
ilfind, resgen, etc). That option exists only as a historical curiosity and
has not been tested in a *very* long time. I'm not surprised at all that it
doesn't work. I'll remove it.
