Summary:  MethodInfo.GetBaseDefinition() does not work properly

Original Submission:  MethodInfo.GetBaseDefinition() returns null.

If current method is the only definition, GetBaseDefinition should return the 
current MethodInfo. If the current method is a newslot or override, the 
semantics are more complicated (see the MSDN docs for details). However, it 
appears that GetBaseDefinition is always returning null.
