I just looked up RemoveEmptyStaves
http://lilypond.org/doc/v2.18/Documentation/notation/modifying-single-staves#hiding-staves
and I see that
\override VerticalAxisGroup.remove-first = ##t
is what you need to add to the layout...

\Staff \RemoveEmptyStaves
