This is weird.
RTIA_USE_TCP is a cmake OPTION which should be stored in cache
(inside <builtree>/CMakeCache.txt)

At least it works for me on Linux.

Which version of CMake are you using?
Do you use cmake-gui or cmake command line?

Could you have a look at the content of CMakeCache.txt?

Could you try from a pristine build tree?
