date option -d returns incorrect time

The date option -d does not operate correctly or possibly
does not accept time zone CEST (which should be the same
as MESZ):

ivory1:~> time=$(date)
ivory1:~> echo "$time"
Wed May 15 18:04:04 CEST 2002
ivory1:~> date -d "$time"
Wed May 15 19:04:04 CEST 2002

CEST is two hours time difference from UTC.

Im am using SuSE 8.0 Linux with sh-utils-2.0-219.i386.rpm
