utility 'seq'

Hallo,

I played with seq and  found it quit usefull. 
Can I file two enhancement requests ?

(1)  My version speaks German  and therefore (I guess) there is no decimal 
point in reals but a decimal komma .  
This is good and correct if the numbers are used in a german text. 
If the numbers will be used for programming (as in my case) this  feature is 
troublesome. 

(2)  Also for programming purpose (e.g. generating case labels with vim  it 
would be nice to have octal and hex output.
