If all maintainers were just forwarding linguistic gripes appropriately,
it would not be a problem.  But some maintainers are merely using the
Translation Project without best understanding it, and would either not
report the gripe where it should be, or worse, would involve themselves into
translation teams by conveying their own opinions, views, and directives.

If the translated `--help' contains two report addresses, one for
programmatic and documentation matters, the other for linguistic gripes,
it helps keeping separate the responsibilities of the maintainer, and the
translation teams.  Moreover, it sends a clearer message to everybody that
these responsibilities are meant to be separated.  So, we should favour it.
