I'm afraid you'll have to contact whoever did the Windows port.
The RCS maintainers (such as they are) don't have time to
deal with Windows -- that is a separate set of volunteers.

Not with vanilla RCS on Unix.  It just checks in whatever file you
have.  On Windows, RCS has an option to treat text files differently
from non-text files; it is the -kb option of the 'rcs' command.
