This works for me:
parallel --jl /tmp/myjl 'echo "command
with
newlines"' ::: a b c
parallel --resume --jl /tmp/myjl 'echo "command
with
newlines"' ::: a b c d e
$ parallel --version
GNU parallel 20170622
