GNU Parallel Bug Reports couldn't commit memory for cygwin heap

When running GNU parallel 20140922 using msys I get

D:\Git\bin\perl.exe: *** couldn't commit memory for cygwin heap, Win32 error 0

GNU parallel 20120622 was working ok.

$ perl --version
This is perl, v5.8.8 built for msys
