   I would say that the development code does not display the
   indicated output.

   Instead it states

       ifconfig: unknown: unknown output format

If this is the way it is formated, then it is correct.  We don't
format error/warning/etc messages like so:

      $ ./ifconfig/ifconfig --format=unknown
      ./ifconfig/ifconfig: "unknown" is unknown output format
