The r* commands (rlogin rsh, rcp) are supposed
to be setuid root to be able to work properly.
"rcmd: socket: permission denied"
Is a good sign that you did not run the program
as root(or setuid root).

You did not mention which version you are using.
I would recommand to get it from the repository
cvs -d:pserver:address@hidden:/cvsroot/inetutils login
cvs -z3 -d:pserver:address@hidden:/webcvs co software/inetutils/
