rshd on AIX and HP

Hello, all.

I have install inetutils to Solaris, HP and AIX.
then tested 'rshd'.
'Rshd' on Solaris, works very well.

However, 'rshd' on HP, only the command 'rsh' is succeed and the command 'rcp' 
failed.
 
In the case of system command 'rcp',
the error message is as follows.
"Protocol error, 192.XXX.XXX.XXX closed connection"

and the case that I use 'rcp' of inetutils,
the error message is..
"rcmd: socket: permission denied"

On Aix, the situation is same as on HP.
