Yes, but in automake's notion `system header' means just `the header that
has absolute path name'. I have taken a look at automake 1.4
source (sub scan_dependency_file, lines 2662 to 2689) and discovered
that. The last version in CVS repository (automake.in 1.644.4.12)
uses the same algorythm.

Yes, unfortunately it is so. But it helps solve the problem while
automake behaves itself the way it does...
