[bug #63679] C99 compatibility fix for the configure script

Follow-up Comment #1, bug #63679 (group gsl):

Please apply this patch. The configure script will make inaccurate
determinations of the availability of these features when using Apple clang 12
or later or llvm.org clang 16 or later since they consider implicit
declaration of functions to be an error.
