At this time, Mac support for GNUbg is somewhat inadequate.

There are older versions built for earlier versions of macOS at:
http://files.gnubg.org/media/macos/
that may or may not work on current Macs. Since this is probably what 
was on your computer before the upgrade, reinstalling it may not help.

Another possibility is to install it from MacPorts:
https://www.macports.org/
I don't use a Mac but my understanding is that if you already use
MacPorts for other open-source software, installing GNUbg from there
would be straighforward. On the other hand, setting up MacPorts itself
if you start from zero may be a bit more challenging, although it is a
well proven system with good documentation and support.
