I have run emacs like this

emacs -Q --eval '(progn (setq x-allow-focus-stealing nil) (ebuffers (find-file "~/fileA") (find-file "~/fileB")))'

This does not solve the issue.

What if you set x-allow-focus-stealing to nil?
