bug#69475: strange error message

I am getting an unintelligible-to-me error report. It can be reproduced as
follows.

Suppose that the two attached files msa.el and msa-1.el exist.
Suppose that we find-file msa.el and run eval-buffer.
Suppose we invoke

  (msa '(1 2 3) '< nil)
 
Then we get the following error.

Debugger entered--Lisp error: (args-out-of-range [1 2 3] 3)
  msa-1(0 3 [1 2 3] [3 0 0])
  eval((msa-1 0 3 msa-input msa-scratch))
  msa((1 2 3) < nil)
  trivial()
  funcall-interactively(trivial)
  command-execute(trivial)

I cannot for the life of me figure out what the error report is saying.

As best I can tell from looking at all the files in sight,
  'input 3'
are never being passed as the two arguments to anything except 'aref',
which expects exactly two args.

Perhaps someone with a more powerful debugger can examine the stack at the
time of the error to see what function is supposedly being called with the
wrong number of arguments or something like that.

Emacs is so great it can never be told.
