Formally, is a problem because it should not be, as documented.

Practically, It is a problem because "\xe0" is not a multibyte string.  That way, ?\xe0 equals ?\x0e0 but "\xe0" does not equal  "\x0e0", which is confusing.

Why do you think this is a problem?  U+0E0E is à, a non-ASCII
character, so it has a multibyte representation.
