bug#66787: 29.1; replace-regexp with \,(downcase \1) does not work

From: Anticrisis
Subject: bug#66787: 29.1; replace-regexp with \,(downcase \1) does not work
Date: Sat, 28 Oct 2023 21:01:52 +1300

From emacs -Q:

Type several lines of all-caps words in the scratch buffer, one word per line, e.g.:

ABC
DEF
GGG

M-x replace-regexp or query-replace-regexp.
    regexp: \(.*\)
    replace: \,(downcase \1)

Emacs reports all occurrences have been replaced, but nothing has
actually changed.

Oddly, the same recipe does work for \,(capitalize \1) (using initial lowercase words of course)
