bug#66124: 29.0.91; Mention `up-list' in node `Moving by Parens'

Bug title says it all.  `up-list' is mentioned only in node `Tex
Editing'.  Please mention it also in node `Moving by Parens.  It's as
useful as `down-list', for example.
