In vertical scrolling, "The following number of lines at a time" is selected and its value is 3. In horizontally scrolling, value is 3. Touchpad specific settings are separeted from mouse settings. Please see https://www.digitalcitizen.life/touchpad-settings-windows-11/ if you can't access touchpad settings. Related my settings are "Drag two fingers to scroll" is checked.
