With this patch, I see no significant difference in time taken by 
re-search-forward
with and without parse-sexp-lookup-properties:

patch + workaround (setting parse-sexp-lookup-properties to nil)
Re-search time: 0.735682 sec.

patch + no workaround (leaving parse-sexp-lookup-properties to t)
Re-search time: 0.841605 sec.

no patch + workaround
Re-search time: 0.745678 sec.
