I'm unable to reproduce this problem with Emacs 28.2 (or the current
trunk).
I did:
mkdir /tmp/vc /tmp/vc/.git /tmp/vc/CVS
emacs -Q
and then:
(setq vc-handled-backends '(Git CVS))
(vc-dir "/tmp/vc")
And got:
Are there any steps missing in your recipe that's needed to reproduce
the problem?
