Is that the syntax to use here? I've added Ulf to the CCs. 'source-zone' is passed to 'encode-time'. 'encode-time' accepts a "string as in the TZ environment variable". "UTC-0200" appears to be syntactically correct, according to https://www.gnu.org/software/libc/manual/html_node/TZ-Variable.html
