Just to be sure: you both speak about the sign of the ARG (current text) vs. the sign of (prefix-numeric-value ARG) (as Drew wants)? AFAIU Drew wants to mention that even in the noninteractive case `prefix-numeric-value' is called on the ARG before testing it. Michael.
