Right. Here's what I mean:

(set (make-local-variable 'time-stamp-time-zone) "Asia/Taipei")
(add-hook 'before-save-hook 'time-stamp nil t) ;; <- Here
)))
It will add `time-stamp' to `before-save-hook' buffer-locally in all
`html-mode' buffers.
