C-h v version-control RET

The help screen will show

  This variable is safe as a file local variable if its value
  satisfies the predicate which is a byte-compiled expression.

This is not very user-friendly; I suppose all safe-local-variable
predicates should be named functions instead of lambdas to improve the
help screen.
