bug#24497: shift-insert is not working in ansi-term on putty to ubuntu 1

From: ninering
Subject: bug#24497: shift-insert is not working in ansi-term on putty to ubuntu 14.04 with emacs 25.1
Date: Wed, 21 Sep 2016 20:30:36 +0800 (CST)

Setup:
1. windows 7 with putty 0.66 ssh to ubuntu 14.04

by following steps:
1. download 25.1 source code from gnu official site.
2. configure with --without-x
3. make; make install
4. start with emacs -Q
5. start ansi-term with /bin/bash
6. use mouse to select some text.
7. use Shift-insert to paste after bash shell prompt.
8. the text is echoed on the screen, but it has no effect. for example if the text 'ccc' is pasted after 'cd' and press enter, it will not enter ccc directory, but keep in the same location, just like 'cd' is executed. but if use 'C-c M-x term-paste', it will work.

Any idea?

Regards,
