bug#17067: 24.4.50; indent-rigidly's minor mode does not play with delete-selection-mode

When delete-selection-mode is enabled and you're doing `C-x TAB`
pressing anything not in indent-rigidly-map will delete the region
(which makes it hard to just indent it :-) ). I
think that in this particular case delete-selection-mode should not
behave this way.
