bug#13998: 24.3.50; Tooltips got hidden by the dock on OSX

This is just a minor nuisance.

put mouse over the mode line, when the tooltip window
pops up, it is hidden by the dock sometimes

I think the tooltip window should be drawn at least at level
NSPopUpMenuWindowLevel so it can be shown over the
dock.
