Here's a patch that fixes things for me:

Fix bug that broke 'make bootstrap' (Bug#13931).
This is presumably temporary, until Stefan gets around to a real fix.
* emacs-lisp/byte-run.el (dont-compile, with-no-warnings):
Revert 2013-03-10 patch for now.
