1. Subject line says it all.
 
2. Also, I don't recall (and cannot seem to find) any discussion of this
in emacs-devel@gnu.org.  I have no objection to the change, but I'm
curious: what was the reason?  Is there something new, or was it just so
you can funcall it etc.?
 
3. (put 'kbd 'pure t)
What does putting non-nil property `pure' on a function symbol do?  Does
it mean that the definition will stored in pure storage?  How about
documenting this `pure' property?  For example (assuming it is
appropriate), in (elisp) `Pure Storage'.
